Introducing Kyle Oliver, an integral partner at BlueWater Strategies, LLC. Kyle's decade-long tenure on Capitol Hill as Legislative Director and Chief Policy Advisor to Congressman Ralph Hall, the Dean of the Texas delegation, has equipped him with profound insights into the legislative process.

During his service, Kyle held a key role as a professional staff member on the Energy and Environment Subcommittee while Hall chaired the Science, Space, and Technology Committee. In this capacity, he orchestrated hearings and contributed to markups of legislation progressing through the committee. Kyle also managed the Congressman’s Energy and Commerce portfolio, honing in on energy and environment issues.

As Legislative Director, Kyle contributed to the successful passage of several pieces of legislation, notably a bill that resolved an invasive species issue inhibiting Texas’s ability to pump water across state lines from Lake Texoma, a primary water source for the North Texas Water District. Kyle's work extended to close collaboration with the Army Corps of Engineers and a range of water issues.

In his dedication to public service, Kyle is on the board of the Texas State Society, where he actively contributes to multiple committees. He is notably part of the Black Tie and Boots Committee, responsible for organizing the renowned Black Tie and Boots Inaugural Gala in Washington D.C. Furthermore, he serves on the board of "Lobbyists 4 Good," a nonprofit that crowdfunds lobbying for issues underrepresented in Washington, aiming to effect change for the greater public good.

Born, raised, and educated in Texas, Kyle graduated from the University of Texas in Austin. His diverse background includes a two-year stint in Montana, where he founded a small business devoted to preventing forest fires on private lands.

An avid basketball player, Kyle actively contributes to the Hoops for Youth Foundation, helping organize the annual Member of Congress Charity Basketball Game to raise funds for local children in the D.C. community.

Kyle holds membership with the National Institute for Lobbying and Ethics, underscoring his commitment to upholding the highest professional standards in his field.
